Feature: libstonithd: Add custom formatting to fencing types.

This adds four fencing-specific messages to the formatted output
mechanism. It is implemented with the functions provided by
output_xml.c and output_text.c. Any tools that link against libstonithd
can get access to these messages by calling stonith_register_messages.
