Low iSCSILogicalUnit: Add tgt_bsopts parameter.

This parameter allows bsopts to be passed to tgtadm when creating
the LUN. This is required when using the rbd backing store to set
options such as the Ceph config file location, and the client id
to be used for connecting to the Ceph cluster.
