Fix: tools: Explain TIMESPEC in crm_mon help output.

In order to make this get correctly recognized by help2man and made into
its own section, I've had to surround "Time Specification" with
asterisks. For consistency, I've done the same for "Examples". It
doesn't look too bad in the --help-all output.
