Test: scheduler: update regression test for colocation change

Now that "group with" colocations are always added to the first member, even
before the group starts assignment, one regression test had an inconsequential
change.

promoted-partially-demoted-group uses placement-strategy=utilization, which
sorts the resources before assignment. That sorting now properly accounts for
colocation scores, so the order resources are assigned, and as a result some
action numbers, changed.
