Feature: CIB: ignore node expressions for meta-attributes

The code was previously inconsistent about whether they were supported,
with only op and op_defaults and "provides" supporting them (op and
op_defaults since 2.1.7 via 43146f7b2, which was a bad idea). Now, they
are always ignored for meta-attributes.
