API: libpe_status: deprecate pe_print_dev, pe_print_details, pe_print_max_details

... as pe_print_options enum values. Also, ignore them.

Previously, they caused the output functions to show extra detail about
primitive resources. The output was likely of interest only in the early
development of the scheduler.
