API: libcrmcommon: add PCMK_EXEC_NO_SECRETS

This new execution status is intended solely for the fencer's use, for when
a fence action could not be attempted because CIB secrets could not be found.

Nothing will use it until the fencer is refactored to track the full services
library result.
