Fix: libcrmcommon, tools: Handle displaying maintenance mode.

For text and console modes, there is a special maint-mode message that
will cause the banner to be displayed. For all other modes, it will be
printed out as part of the cluster-options message. There is no way to
disable printing of the maint mode banner.
