Refactor: libcrmcommon: Add an optional argument to crm_now_string.

If a time_t is passed, use that as the time to format. Otherwise,
format the current time. On error, return NULL and leave it up to the
caller to decide what kind of string to display. Some places want an
empty string, while some want a longer description.
