Fix: scheduler: compare anti-colocation dependent negative preferences against stickiness

Previously, when incorporating the preferences of colocation dependents,
negative preferences of anti-colocated dependents were always ignored.

Now, the absolute value of the preference is compared against the configured
primary's stickiness, to allow more situations in which both can run.
