Refactor: scheduler: drop unnecessary bit clearing

I can't find any code path where it would matter, and dropping it doesn't have
any effect on regression tests.

It was introduced in 166ae9ee. The code has moved around and changed
significantly since then, but I don't see any effect it would have had even at
that time.
