Refactor: libcrmcommon: rename health score global variables

... and move their declarations from crm_internal.h to crm/common/internal.h,
since they are defined in libcrmcommon.

This is part of a project to ensure all internal library APIs follow
current naming and copyright guidelines, and use the new standard function
return codes where appropriate.
