Doc: libcrmcluster: don't document election API publicly

The header file has never been installed, and the rest of the libcrmcluster API
was never publicly documented, but the election header was mistakenly given the
doxygen tag to be publicly documented. Since the API couldn't be used without
the header, it was never really publicly available.
