Refactor: tools: Add cluster summary messages.

These output messages handle the formatting of the cluster summary
information in crm_mon. For the moment, they are not being used
anywhere. They're in a separate file where they will soon be joined by
various other messages. Eventually, crm_mon will be switched over to
using formatted output.
